Election Procedures

The Yolo Subbasin Groundwater Agency (YSGA) elected representatives from our Member Agencies at its inaugural meeting on June 19, 2017 to serve as Chair, Vice-chair, and Board Secretary. A representative was also appointed to the position of Executive Officer.

Section 4 of the YSGA's JPA agreement states the following:

ARTICLE 4: GOVERNANCE
4.1 Board of Directors. The business of the Agency will be conducted by a Board of Directors that is hereby established and that shall be initially composed of one representative from each of the Members and one representative from each of the Affiliated Parties. Without amending this Agreement, the composition of the Board of Directors shall be altered from time to time to reflect the withdrawal or involuntary termination of any Member or Affiliated Party and/or the admission of any new Member or Affiliated Party. Each Member and each Affiliated Party will appoint one member of the Agency Board of Directors. Each Member and each Affiliated Party may designate one alternate to serve in the absence of that Member’s or Affiliated Party’s appointed Director. All members of the Agency Board of Directors and all alternates will be required to file a Statement of Economic Interests (FPPC Form 700). Each Member and each Affiliated Party shall notify the Agency in writing of its designated representative on the Agency Board of Directors.

4.2 Term of Directors. Each member of the Agency Board of Directors will serve until replaced by the appointing Member or Affiliated Party.

4.3 Officers. The Board of Directors shall elect a chairperson, a vice chairperson, a secretary and a treasurer. The chairperson and vice-chairperson shall be directors of the Board and the secretary and treasurer may, but need not, be directors of the Board. The chairperson shall preside at all meetings of the Board and the vice-chairperson shall act as the chairperson in the absence of the chairperson elected by the Board. The treasurer shall meet the qualifications set out in Government Code section 6505.5 as a depositary of funds for the Agency.

Compliance Officer

Yolo Subbasin Groundwater Agency has designated a compliance officer for website disability-related accommodations. The compliance officer has received training in website accessibility and updates the site in accordance with those best practices. Contact our accessibility officer to report an issue.

In addition to testing with users with a wide range of disabilities and coding our website to WCAG standards, Yolo Subbasin Groundwater Agency regularly scans its website to ensure ongoing compliance, and makes timely changes to any inaccessible changes, if any are found.
